POSITION PURPOSE:

Manages the entire spectrum of Project Controls activities for the Environmental Business Line. Responsible for the management of the Project Control activities within North Wind's Environmental Business line including, but not limited to scheduling, budgeting, estimating, risk management, reporting, contract administration, and administrative services. Directs, mentors, and assists the environmental line project controls team and manages assignments of projects for all project controls activities for the portfolio. Acts as point of contact for project controls regarding North Wind environmental projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for adhering to project-specific PC execution strategies.

  • Coordinate with Project Management on reporting, project control activities, and other services.

  • Facilitate and oversee the risk assessment, mitigation, and contingency planning process for the Program.

  • Coordinate and issue necessary project reports, including progress, cost, and schedule.

  • Ensure full integration between the estimating, cost control, planning/scheduling, and risk management functions within projects in business line.

  • Responsible for ensuring business line is adhering to standard Project Controls procedures for various project control activities including budget preparation, forecasts, progress validation, related cost engineering and planning/scheduling functions, and reporting.

  • Oversee cost engineering activities including development and implementation of cost control systems, invoice processing activities, monthly cost reporting, trending, VAC Analysis, cost variance analysis, funding budgets, revenue recognition and cash flows.

  • Oversee accruals, ensuring accrual amount are based on statused schedule and amount invoiced, review with project manager before submitting.

  • Oversee cost estimating/forecasting activities including periodic project re-estimates and cost benchmark metrics.

  • Oversee planning & scheduling activities including development of summary and detailed project schedules, progress and performance monitoring, schedule deviations and workaround solutions; plan and manage the execution of internal audits of critical commercial internal control systems.

  • Responsible for ensuring schedules are resource loaded based on standard resource dictionary, producing a time phased budget.

  • Identify impacts and assist with development of project changes, variances, requests for equitable adjustment, contract change requests and orders, and recovery plan activities.

  • Compile necessary backup for invoicing including project SOVs - Ensure that invoices are tracked, confirmed, and handed off to Accounts Payable properly.

  • Oversee cash calls and forecasts to/from Finance including revenue recognition on projects.

  • Oversee contract administration activities as it pertains to change control on projects.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Mentor and training of junior and mid-level staff.

  • Provide other administrative procedures to projects as required.

  • Assist Project Managers in effectively and proactively managing projects to ensure project success.

  • Responsible for the development, maintenance, monitoring, and execution of complex project performance baseline.

  • Responsible for the development, monitoring, and updates to project budgets.

  • Responsible for the development of Work Breakdown Structure (WBS), schedule, estimate to complete, and estimate at completion, while performing and cost modeling / cost analysis to determine health of the projects.

  • Responsible for identifying impacts and assisting with development of recovery plan activities.

  • Assist Project Managers with development of project charge numbers, schedule of values, and resource allocation for project execution.

  • Assist the project team in progress tracking and reporting.

  • Assist in the development of RFPs for subcontractors and ensure subcontractor schedules are incorporated into project schedule.

  • Support PMs in managing procurement actions.

  • Development of requirements for monthly schedule updates, I.E., building metrics to ensure accurate status is taken on project schedules.

  • Monitoring schedule weekly, updating with status, identifying critical activities, producing 3-week, 30-day, 60- day look ahead schedules.

  • Review of earned value metrics and perform forward-looking analysis to verify fee projections and identification of cost trends for project management attention.

  • Assist with Estimate at Completion updates for detailed project completion costs and performing monthly project fee analyses.

  • Determine reason for schedule, cost, and funding variance based on project controls threshold and prepare variance statements for review with project managers.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor's Degree (BA/BS) in Engineering, Construction Management, Business, or related field or 15 (fifteen) years of related experience in lieu of degree.

  • Minimum 10 years' experience on environmental, remediation, and D&D projects required specializing in project controls.

  • Minimum 10 years' Experience in the preparation of cost estimates to completion utilizing bottoms up ETC analysis and forecasting utilizing other PMI approved methods.

  • Minimum 10 years' demonstrated experience and working understanding of project planning and scheduling, cost control, risk analysis and cost estimating and EVMS.

  • Minimum 10 years' experience with Primavera P6 scheduling software.

  • Demonstrated experience and strong understanding of schedule spec requirements for DOE, USACE and NAVFAC projects.

  • Demonstrated experience and strong understanding of joint-venture projects.

  • Strong analytical skills and attention to detail. Mastery of earned value concepts.

  • Ability to think creatively and identify potential issues. Strong foresight with association of risks on projects. Ability to initiate and maintain clear communication about sensitive topics including project performance and elevate to leadership areas for concern.

  • Strong understanding of performance and forecasts of remaining work based on that performance. Ability to read and interpret earned value metrics and advocate for accurate forecasting, adherence to company policies and procedures and elevate to leadership areas for concern.

  • Strong understanding of company needs for cash flow as well as project set up for solid earned value tracking throughout life of project.

  • Knowledge of project controls support needs for various types of contracts, ability to analyze RFP to assist estimating in forecasting PCE support needs to project. Experience supporting many different types of projects with many different types of scope. Assists proposal scheduler and estimating team in development of WBS for proposal pricing.

  • Clearly demonstrated strong technical competence in all Microsoft software with strong aptitude in Excel

  • Ability to work within a diverse cultural environment.

  • Strong understanding of project planned scope for subcontractors and how that scope is built into the project schedule. Proficiency in timely review of PO requests and willingness to challenge misalignment in invoiced amounts against completed scope.

  • Ability to identify conflicting metrics, cost performance variances and schedule variances on projects. Strong analytical skills and proficiency with calculating forecasts utilizing historical data.

  • Experience with and proficiency in review of senior leadership reporting. Identification of issues and ability to recommend corrective action. Leads project review meetings.

  • Strong understanding of schedule logic and types of impacts to critical path. Ability to demonstrate through windows analysis and narrative for TIA backup for requests for additional time on projects.

  • Demonstrated interpersonal/teambuilding skills. Desire to help others and supports growth of team members. Strong desire to continue learning throughout career. Ability and desire to learn new tasks regularly.

  • Strong process improvement skills. Identifies and leads project controls initiatives for process improvement.

  • Strong written and verbal communication skills.

  • Demonstrates work efficiency on project controls tasks above that of junior and mid-level staff.

Special Requirements:

  • Must have a valid state driver's license / REAL ID ACT compliant documentation at time of hire.

  • Ability to work overtime and/or occasional evenings / weekends as needed to meet proposal or project deadlines.

  • Travel required for at least 25% of the time depending on functional group training, project, or business line needs.

PHYSICAL DEMANDS:

This position is a sedentary role. While performing the duties of this job, the employee will be sitting for long periods of time but will also be required to stand, walk, and communicate with others.

WORKING ENVIRONMENT:

Standard indoor office and periodic field / outdoor environment in both summer and winter conditions. Occasional exposure to moving equipment and noise levels associated with typical field activities.
