    Agency Description

    Catholic Housing Services believes everyone deserves the right to a safe, affordable place to call home. Inspired by this vision, CHS develops, owns and manages affordable housing programs for low-income families and individuals; currently including 2,100 units of housing in 50 different buildings across Western Washington. We provide supportive services for people who have experienced homelessness, low-income seniors, farmworker families, and those who have special physical and mental needs.

    Position Description

    The Regional Director oversees housing operations, supervises housing management and maintenance staff, and is accountable for financial and key performance indicators of the assigned portfolio; and works closely with other departments and community agencies that provide supportive services to residents.

    Porfolio Description

    The Regional Director Is accountable for overseeing and ensuring the quality of our housing and the financial sustainability of a portfolio of affordable housing developments in Western Washington. This portfolio is a mix of low-income and subsidized housing, for individuals, families and veterans with disabilities and may be experiencing homelessness. Property management and supportive services work in tandem to promote housing stability and health and safety standards.

Responsibilities

SUPERVISION AND LEADERSHIP

  • Provide leadership to staff in the areas of property management and compliance as well as in the area of supporting and promoting the mission of the agency and advocacy in the community.

  • Select, supervise, train and evaluate staff within the portfolio.

  • Support the professional growth and development of staff supervised and supported.

  • Create a positive company culture for staff morale and retention.

  • Promote and develop on-going training and support around best practices in affordable housing and special initiatives.

  • Ensure attendance at all CHS mandatory trainings for employees and facilitate regular meetings.

  • Provide leadership and vision for how CHS can best serve residents through affordable housing best practices and seek opportunities for ongoing program development.

  • Assist in the promotion of “community” within CCS/CHS buildings by working closely with service staff.

  • In collaboration with CCS, represent the agency in local government and community efforts to end homelessness and/or address other housing stability barriers. Participate in advocacy efforts around these initiatives.

  • Build relationships with local neighborhood and community representatives to further common goals.

  • Develop and safe keep a workplace which values and supports a culturally and ethnically diverse work environment.

    PROPERTY OPERATIONS MONITORING

  • Review and evaluate every Weekly Comprehensive Property Report submitted by all Property Managers under their supervision on a weekly basis.

  • Review all reports on a weekly basis and implements the following steps as needed on a weekly basis;

  • Meet with Property Directors re underperforming KPI’s; in conjunction with the Property Director, develops a Property Corrective Action Plan to address the issues;

  • While Property Corrective Action Plans are in effect, incumbent will continue to meet with the Property Manager about progress made on the Property Corrective Action Plan.

  • All Property Corrective Action Plans will be submitted to the Director of CHS by posting the plan to the CHS SharePoint site the Agency Director and Director of Property Management will also be checking the reports on a weekly basis to make sure the process is being fully implemented.

  • In the absence of a Property Manager completing the weekly property report, the Regional Director shall complete and post it to the CHS SharePoint site.

  • Ensure occupancy standards by review of unit turns, including efficient scheduling and use of vendors. Monitor leasing of vacant units and marketing efforts, including unit turnover and coordinating with referral agencies for applicant eligibility and move-in.

  • Monitor property operations through the use of property management software including account ledgers, cash receipts, transactions, delinquencies, move-ins, move-outs, service requests and income certifications.

  • Promote early intervention best practices for eviction prevention. Residents in affordable housing often have housing stability challenges due to economics, systematic racism, and disproportionate access to services and employment. The RDPO works with the property team to promote housing stability by utilizing industry best practices. This can include individual conversations with residents that are supportive and non-judgmental, issuing lease violation notices in support of lease compliance, and other creative strategies to keep residents in housing safely. The RDPO supports exhausting all possible alternatives available when moving toward evicting a resident, and support site teams through the process including reviewing with CHS Housing Retention Team (HRT).

  • Meet with ADPO, Managers and Maintenance staff regularly to provide support in serving residents, while also monitoring that the property is on track fiscally, in compliance with all contract obligations, and that the facility is kept in good repair.

  • Respond to tenant complaints and issues promptly and seek resolution at the lowest level possible.

    FISCAL MANAGEMENT

  • Assure that annual budgets for property operations are prepared for each property in accordance with the CHS budget process.

  • Monitor and control expenses within the constraints of the annual budget including monitoring monthly financial statements and reviewing variances with appropriate Property Accountant and Site Manager.

  • Ensure programs submit timely billings, reports, write off bad debt, and process invoices promptly to ensure financial stability.

  • Monitor collection of rent and other monies; review delinquencies to ensure profitability for each property and identify appropriate action steps.

  • Negotiate and implement rent increases with funders and monitoring agencies.

  • Assist agency leadership to identify and apply for viable funding resources to support the properties.

  • Maintain good communications and relationships with funders and investors.

  • Assist accounting staff with annual audits as needed.

    RESIDENT RETENTION AND HOUSING STABILITY

  • Promote access to services to support resident stability based on their needs such as advocacy, interpreter services, employment resources, access to rental assistance and basic needs, and other emergency services including domestic violence.

  • Work collaboratively with local Supportive Service providers to form key partnerships and to enact practices that ensure the highest quality provision of housing for residents such as in-home care.

  • The RDPO is often called on by site staff when there is a significant incident at a property. The RDPO must demonstrate sound judgement when responding to new, challenging situations, and bring leadership to situations that are not always clearly defined by policies and procedures.

  • Monitor and follow up on incident reports; enforce workplace safety policies. Ensure staff are trained in safety and risk management issues, including knowing the procedures to manage resident or site emergencies and CHS de-escalation best practices.

    FACILITIES MANAGEMENT

  • Collaborate with the Asset Director and Facilities Director to identify maintenance issues and capital needs that affect building security and safety; coordinate responses to identified needs.

  • Monitor and continue development of CHS’s emergency preparedness program, including emergency response plans for each building in the event of earthquakes, fires, and extreme weather events. Ensure each property has an emergency evacuation plan.

  • Perform site visit of each property regularly including walking exterior grounds, vacant units and common areas.

  • Review and plan long-term maintenance programs for each property including building systems and other components, building envelope, etc. with funder(s), the Property Manager, and the Asset and Facilities team to ensure structural integrity.

  • Monitor and track unit turnover and service requests for timeliness and positive property conditions.

  • Monitor annual apartment inspections for each property to ensure they have been completed and documented.

  • Negotiate service contracts with vendors i.e. landscape contract, pest control contract, etc.

  • Follow the Procurement procedures for vendor management and purchasing.

  • Work with Commercial Tenants as needed on lease or building issues.

  • Respond to after-hour emergencies that may require management oversight.

    COMPLIANCE AND QUALITY MANAGEMENT

  • Work with CHS Quality Management team to ensure each property staff is fully trained in the specific compliance requirements of their properties and agency standards.

  • Monitor submission of move-in and annual recertification files for accuracy and staff support.

  • Collaborate with CHS compliance specialists to ensure properties are meeting set-aside requirements, funding regulations, and site visit and year-end reports.

  • Monitor properties to ensure they are in compliance with Fair Housing and Landlord Tenant laws and best practices.

  • Assist staff with implementation of new software systems, and evolving trends and best practices.

  • Represent management at all funder inspections and monitoring.

  • Develop and maintain partnerships with organizations or agencies to support low-income housing.

  • Assist compliance specialists with annual audits.

    Job Conditions

    This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and potentially infectious material and chemicals, dust, noise and odors. Working conditions include frequent interruptions, sharing workspace with colleagues, working alone, flexibility in scheduling, extensive computer use, and interactions with individuals who are angry and/or dealing with mental health and substance abuse issues.

Qualifications

  • Minimum of five (5) years of property management experience in affordable housing managing several sites and a team of staff members with regulatory restrictions or rent subsidies, including tax credit financed properties.

  • Ability to communicate complex information to diverse audiences from residents to staff to leadership.

  • Strong supervisory skills: hiring, coaching, training and evaluating.

  • Experience working with ethnically and economically diverse people.

  • Proficiency with computers (especially Windows and MS Office, Excel, Boston Post, MRI, RealPage), and ability to learn property management software.

  • Requires current driver’s license, auto insurance, and access to reliable transportation to be able to visit sites regularly and in case of emergencies. (Mileage reimbursement is provided.)

    Preferred Qualification QUALIFICATIONS

  • Experience working with low-income families, homelessness, disabilities and supportive services.

  • Minimum of three years working with special initiatives.

  • Experience in development of multi-family property management.

  • Experience in housing with resident support services provided on site.

    Substitute Qualifications

  • Five (5) years or more experience in Property Management, Asset Management or equivalent management experience (may substitute for affordable Housing Management experience).

  • Experience with affordable housing regulatory or funding organization that demonstrates knowledge of compliance and affordable housing requirements.
